First Things to Know…
Please keep in mind that:
- Pets must be at least 12 weeks old
- Pets must not be pregnant
- No more than five animals may arrive with owner
- Pets must arrive within five days of owner’s arrival. If pet arrives beyond this time, it will be considered a “commercial” transfer and subject to additional requirements and regulations.

Pets Arriving into Portugal from European Union Countries
EU Pet Passport
If you’re traveling from within the European Union (EU) or another listed country, your pet must be microchipped and linked to an EU Pet Passport. This passport consolidates your pet’s identification, vaccination history, and health certificate into a standardized document, making it easier to travel within the EU.
Quarantine Regulations
Portugal is part of the EU Pet Travel Scheme, which allows pets to enter the country without undergoing quarantine if all the necessary requirements are met. However, it’s essential to ensure that your pets comply with the regulations to avoid any complications upon arrival.
Pets Arriving into Portugal from Countries Outside the European Union
There are three key requirements that must be met to bring your pet into Portugal.
Microchipping and Identification
Portugal requires all dogs and cats to be microchipped and have a valid identification. No other form of identification is acceptable. Before entering the country, make sure your pets are microchipped and that the microchip comply ISO Standard 11784 or Annex A to ISO standard 11785. Portugal currently accepts AVID 9 and AVID 10 in addition to ISO. Additionally, ensure that the identification details, such as your contact information, are up to date.
The microchip must be implanted before the rabies vaccine is administered.
Rabies, Vaccinations and Health Certificates
Pets must be up to date on their vaccinations, including rabies, which is mandatory for dogs and cats entering Portugal. For rabies, all pets must have an original Rabies Certificate signed by the vet. The Rabies vaccine must be at least 21 days old at the time of the final health exam and endorsement.
Additional recommended, but not required, vaccinations include:
- Dogs: Hepatitis, Leptospirosis Distemper, Parainfluenza and Parvovirus (DHLPP) and Bordetella
- Cats: Feline Viral Rhinotracheitis, Calicivirus and Panleukopenia (FVRCP)
Please note to have pets vaccinated well in advance of departure, as some vaccines may need multiple doses over a specific period.
EU Health Certificate
An EU Health Certificate is a standard Health Certificate to be filled out by your licensed veterinarian. (Note: it must be signed in a different color than that of the printed certificate…such as blue ink). This certificate is valid for 10 days from the date of issue by the official veterinarian until the date of the checks at the EU entry point.
Further Endorsements
For pets from the USA, it is recommended to prepare and carry these additional forms, which must be sent to your local USDA office for an approval stamp.
